Differences between 1st and 2nd editions The Portland Handbook was originally published in November 2000. Over the next two years, we monitored the many changes to phone numbers, website address, postage and social security rate changes, and the details of recent additions to Tri-Met and Max services (Portland area public transportation). The newly revised 2nd edition was released in November 2002.

Updates to the 2nd edition 

>INS Reorganization

INS Reorganization, Chapter 13 Legal Matters, particularly pages 293-298.

Effective March 1, 2003, the functions of the U.S. Immigration and Naturalization Service (INS) became part of the new Department of Homeland Security. The INS is now called the Bureau of Citizenship and Immigration Services (BCIS). The offices, employees, procedures and paperwork will remain the same. As stated in the book, the Portland office is at 511 NW Broadway, their telephone number is 1-800-375-5283. The INS website we list on page 293 will direct you to the new BCIS website at www.immigration.gov.
